Abstract

Aim of this research is to investigate the studies carried out in Turkey, intended to improve technological competences with respect to the needs of lifelong learning. In the research, for starters, in 21st information age, technological competences and the concept of technology literacy, place and importance of technological competences in the qualifications and standards related to the teaching profession, the content of the lifelong learning and the relation of lifelong learning and the teaching profession have been explained. Then, a base-case table has been tried to be set by investigating the studies carried out to improve professional competences, specific to technological competences of the teachers in Turkey. However, the surveyed professional development activities are evaluated in terms of lifelong learning. According to research findings, there have been many attempts during the last ten years but such researches have not been able to provide technological competences of the teachers to reach the requirements of the information age. At the same time, in terms of lifelong learning, it has been found that the implemented in-service training programs are not supportive for basically lifelong learning. Some suggestions for the future have been presented with respect to the findings of the research that came up in the end of the research.

 

Özet

Bu araştırmanın amacı, yaşam boyu öğrenme ihtiyaçları kapsamında, öğretmenlerin teknolojik yeterliliklerinin geliştirilmesi amacıyla Türkiye’de yapılan çalışmaların incelenmesidir. Araştırmada öncelikle, 21.yy bilgi çağında teknolojik yeterlilikler ve teknoloji okur yazarlığı kavramı, öğretmenlik mesleğine ilişkin yeterlilikler ve standartlar içinde teknolojik yeterliliklerin yeri ve önemi, yaşam boyu öğrenme kavramı ve öğretmenlerin mesleki gelişimiyle yaşam boyu öğrenme kavramının ilişkisi açıklanmıştır. Daha sonra, Türkiye’de öğretmenlerin mesleki yeterliliklerini, teknolojik yeterlilikler özelinde geliştirmek amacıyla yapılan çalışmalar incelenerek bir durum tablosu ortaya konmaya çalışılmıştır. Bununla birlikte, araştırma kapsamında incelenen mesleki gelişim çalışmaları yaşam boyu öğrenme açısından değerlendirilmiştir. Araştırma bulgularına göre, Türkiye’de öğretmenlerin teknolojik yeterliliklerinin geliştirilmesine yönelik son on yılda oldukça fazla girişim olduğu, fakat bu çalışmaların öğretmenlerin teknolojik yeterliliklerinin bilgi çağının gereksinimlerini sağlar niteliğe ulaşmasını sağlayamadığı sonucuna varılmıştır. Bununla birlikte, yaşam boyu öğrenme açısından değerlendirildiğinde, öğretmenlerin mesleki gelişimlerine yönelik uygulanan hizmet içi eğitim programlarının temelde yaşam boyu öğrenmeyi destekleyici nitelikte olmadığı sonucuna varılmıştır. Araştırma sonucunda ortaya çıkan bulgulara dayalı olarak geleceğe yönelik bazı öneriler sunulmuştur.
